Please do not suggest that solution. The problem can only be fixed by Microsoft restoring Unimodem support. To restate the problem, Microsoft removed Unimodem support from Windows 10 as of Build Windows 10 builds prior to did have Unimodem support. Without the Unimodem driver, the voice and sound functions of telephone modems are disabled. Voice modems are designed to play sounds over the telephone line, a feature that is widely used for "answering machine" applications.
The Unimodem driver is a Windows component and is common to all modems--it is not a manufacturer-specific driver. Modem manufacturers rely on the Unimodem driver in Windows in designing their products, and these manufacturers cannot provide drivers that replace the missing functionality of the Unimodem driver. Please tell the Windows 10 team that some customers still want and need Unimodem support. Alternatively, please state clearly that it will not be restored, if a decision has been made to permanently eliminate it, so that we can move on.
